  • Ensure purchasing functions conformance to plant requirements, maintenance projects and production schedule before initiating POs with external providers.
  • Evaluate the performance of the external providers periodically.
  • Participate and support in the conduct of external provider audits, where applicable.
  • Issue report to and follow up with external providers for corrective actions to ensure timely closure for all nonconforming issues.
  • Solicit competitive bids/ quotations and negotiate with external providers to ensure that all materials and subcontracts are procured and awarded at the best evaluation, both technically and commercially.
  • Responsible to achieve pre-set cost savings target within the allocated budget.
  • Responsible to review commercial terms on contractual agreements with external providers.
  • Continually improve purchasing function effectiveness by keeping up-to-date with current market and changing materials conditions and to make recommendations according to current price trends and purchasing availability.
  • Establish, review & revise purchasing related procedures, checklists, work flow, etc.
  • Review & revise purchasing processes periodically to enhance resource efficiency & effectiveness.
  • Maintain and update purchasing documents/records, SDS and approved external provider list.
  • Ensure timely dissemination of purchasing related information.
  • Advice and coach concerned staff in supporting departmental purchasing activities.
  • Build and maintain good relationship with current and new external providers
  • Lead / participate in related continual improvement programmes
